Authorities arrested a 53-year-old white British man, believed to be the driver, at the scene. The incident took place shortly after roads were reopened following the parade. "It looked deliberate," said Harry Rashid, a father who was just feet away from the crash. "We heard the thuds of bodies hitting the car. It was horrific."
St John Ambulance personnel were among the first on site, treating those in critical condition. Local restaurants also provided immediate shelter and first aid, with an Italian eatery across from the town hall assisting approximately 30 victims with injuries or shock.
Witness Matt Cole, a BBC reporter, narrowly avoided being hit. "The car sped through the crowd. I pulled my daughter out of the way. We were just inches from being hit," he told BBC News. Another witness saw the vehicle reverse and then surge forward again, suggesting intentional harm.
Liverpool FC expressed its condolences via social media, stating: "Our thoughts and prayers are with those affected. We are cooperating fully with Merseyside Police and emergency services."
Prime Minister and Labour leader Keir Starmer both condemned the attack as “appalling.” Home Secretary Yvette Cooper confirmed she is being regularly updated on the ongoing investigation. Liverpool Mayor Steve Rotheram also expressed solidarity with victims, praising first responders for their swift action.
The North West Ambulance Service declared the scene cleared by 9:30 p.m., though a visible police presence remained in the area overnight. Authorities continue to investigate the driver's motive as questions rise over public safety at large-scale events.
